UAE workforce & enterprise services
Recruit, employ or administer
Recruitment, staffing and EOR address different requirements. The scope should make clear who hires, who employs and who manages each responsibility.
| Service | What it does | Employment arrangement |
|---|---|---|
| Recruitment / permanent placement | Source, assess and introduce candidates for direct appointment | The selected candidate joins the client’s employment |
| Headhunting / executive search | Research, map and confidentially approach targeted talent | The client employs the selected appointment |
| Temporary / contract staffing | Provide time-bound capacity for an agreed assignment | Employer and permit route confirmed; agency employment where applicable |
| Manpower outsourcing | Employ and deploy personnel under an agreed service scope | Agency-employed workers; client directs agreed day-to-day work |
| Employer of Record | Manage the legal employment and agreed HR/payroll administration | The approved provider is the legal employer for the arrangement |
| Payroll / HR administration | Administer the defined payroll and people processes | The existing employer retains the employment relationship |
The arrangement must match the applicable licence, permitted activities, work authorisations and contract. Client site, safety and data responsibilities remain applicable; no blanket liability transfer is promised.
SERVICE SCOPE
Direct recruitment supports organisations that need to build internal capability through permanent appointments. The commercial case is stronger when the hiring brief describes business outcomes, competence, reporting relationships and an approved compensation range. The client remains employer and makes the final appointment; Tawreed supports the evidence and execution of the search rather than treating a CV submission as a completed service.
Coverage can extend from specialists and managers to corporate and technical appointments. Our direct recruitment approach incorporates technical and IT staffing expertise and a specialist talent database; role requirements may arise in IT, oil and gas, ports and maritime without defining the limits of the service. Candidate availability, credentials, notice periods and compensation are reconfirmed for the live mandate instead of being inferred from a historic database record.
Headhunting is appropriate when the role is strategically important, market access is restricted or an open advertisement would create commercial or organisational risk. The mandate defines the leadership challenge, decision authority, succession context and measurable outcomes for the first year. A retained, exclusive or contingency structure is agreed on the merits of the search, including milestones, conflicts, off-limits restrictions and ownership of candidate introductions.
Temporary and contract staffing supports planned peaks, employee absence, a defined project, an uncertain start-up period or repeat on-demand requirements. The objective is to align the capacity and employment arrangement with a finite operating need. The assignment brief identifies the duration, normal hours, shifts, location, supervisor, essential competencies, approved rate and the conditions for extension or early release.
Assessment-led recruitment
SERVICE SCOPE
Managed manpower outsourcing is suitable when delivery requires coordinated teams, multiple locations, staggered starts or recurring administration beyond individual recruitment. The commercial brief converts workload into an approved role mix, headcount curve, shift pattern and supervision model. The service may support warehousing, facilities management, construction or EPC work, retail operations and aviation services, but it is designed around task competence and operating conditions rather than a fixed industry boundary.
The statement of work defines sourcing, trade or task testing, lawful quota and permit checks, bilingual employment documentation where required, medical fitness, Emirates ID dependencies, insurance and client access. Accommodation, meals, daily transport, uniforms, PPE or on-site coordination are included only where specified and evidenced. The mobilisation tracker identifies who provides each item and the acceptance test before the person joins the roster.
Approved channel selection is followed by identity checks, trade testing or work samples, structured interviews and any essential licence verification. Recruitment partners are reviewed for authorisation, worker-fee practices, communication accuracy and handling of original documents. The deployment list records assessment outcomes, accepted assignment terms and candidate availability. Client-requested substitutes go through equivalent checks; unsuitable or unauthorised work cannot be solved by simply adding a name to a roster.
Readiness before deployment
SERVICE SCOPE
Facilities and hospitality requirements are assessed by task, site, shift pattern and service standard. The brief identifies whether the client needs temporary absence cover, a recurring call-off team, an event-related increase or a longer managed assignment. Role suitability, availability, work conditions, client supervision and lawful employment arrangements are confirmed before the deployment plan is accepted.
Selection combines structured interviews and practical assessment relevant to the work: service communication, following safe procedures, hygiene, equipment handling or supervisory judgement. Required qualifications or food-handling permissions are verified where applicable. A candidate’s assignment record includes material limitations, accepted hours, induction and access dependencies so a person is not treated as ready solely because a uniform or transport seat is available.
The account plan assigns roster ownership, time approval, overtime authorisation, employee contact, PPE or uniforms, transport where included and a continuity route. Absence, performance concerns, guest-service incidents and changing capacity are handled through an accountable case and change process. The detailed service page explains the regulatory checks, local planning window, relief arrangements and post-assignment review.
Role & site readiness
SERVICE SCOPE
Volume mobilisation begins with the approved role and cohort plan, including headcount by phase, competence, compensation, work location, shift and target release. Potential corridors include India, Pakistan, Nepal, the Philippines and appropriate East African markets through verified, authorised partners. Partner selection and source-country compliance are assessed for the live requirement; the service does not rely on an assumed overseas office or a country-independent visa timeline.
A person-level tracker follows screened, assessed, selected, offer-accepted, authorised, travel-ready, arrived and site-accepted status. Practical testing, credential review, accurate job terms, medical and identity requirements, pre-departure orientation and arrival contacts feed the readiness gates. Worker-fee concerns, misleading offers or document-retention allegations are escalated independently of the mobilisation target.
An 18–25-working-day overseas planning window is agreed only after the source route, documentation, authority dependencies and travel conditions are reviewed. The account team reports the actual critical path and releases cohorts when each worker is ready. The full international-mobilisation page details partner due diligence, country-specific checks, six-stage deployment, contingency and handover.
Trade skills & verification
Six-stage deployment methodology
This pathway governs a worker deployment. For a permanent appointment, the client becomes the employer and owns its contract, work-authorisation and onboarding steps; the recruitment handover records the relevant joining dependencies.
Approve the role mix, outcomes, compensation, source channels and candidate communication before outreach.
Use job-relevant trade tests, work samples, technical scenarios or approved psychometric tools with a predefined scoring rubric.
Check identity, qualifications, eligibility, professional permission, assignment acceptance and a viable employment route.
Reconcile the offer, bilingual MoHRE documentation where required, approved terms and the legal employing arrangement.
Complete the applicable medical, Emirates ID, insurance and authority dependencies; record status and exceptions at person level.
Confirm safety training, work instructions, PPE, access, supervisor and included support arrangements before deployment.
Service levels & continuity
| Service measure | Planning target / provision | Clock, dependencies and control |
|---|---|---|
| Local mobilisation | 3–5 working days for a confirmed, ready local cohort. | Starts from a complete approved brief and available eligible workers; permits/transfers, assessment, insurance and client access must be complete. |
| Overseas mobilisation | 18–25 working days as the cohort planning window. | Source-country authorisation, documentation, medical, entry/work route, biometrics, insurance and travel affect the baseline. Authority processing is tracked separately. |
| Replacement provision | 90-day replacement review window where included in the signed placement or assignment terms. | Specify the start event, qualifying trigger, notification, exclusions, equivalent replacement and agreed remedy. Worker entitlements and lawful due process remain protected. |
| Emergency relief | Priority triage and a feasible relief roster agreed for the account. | Define coverage, response hours, competence and permit/site readiness. A relief pool is reserved only when actual availability is confirmed. |
| Routine account query | Acknowledge within 1 working day. | Incomplete inputs are identified with an owner and required action; safety, wage and immigration risks escalate immediately. |
| Payroll & service review | Monthly reconciliation and account review. | Report population, period, exceptions, root cause, corrective owner and closure evidence; undisputed wages remain payable by the applicable deadline. |
These are service-design targets and contractual provisions, not a historical performance record. The signed schedule fixes the agreed calendar, operating hours, dependencies, client inputs, measurement method and remedy. A timeline never authorises work before the legal and site-readiness gates are satisfied.
Complex deployment capability
Complexity comes from the combination of requirements. The execution plan makes those dependencies, owners and decisions visible.
Use a consolidated deployment plan with location-specific readiness, rosters, access and client acceptance.
Align competency requirements, supervision and shift coverage while keeping changes visible to the account team.
Sequence workforce additions, handovers and demobilisation around client milestones and approved scope changes.
| Client requirement | Execution control | Evidence / decision |
|---|---|---|
| Short-notice demand | Availability and eligibility review; phased starts where required | Confirmed readiness and agreed start plan |
| Several locations or shifts | Allocation matrix, local contacts and escalation route | Location-level acceptance and roster |
| Role-specific competence | Assessment, document checks and induction | Readiness checklist and release approval |
| Changing volumes | Call-off notice, change approval and continuity plan | Approved changes and revised allocation |
| Service visibility | Attendance reconciliation, issue log and review cadence | Agreed reporting and action owners |
