Strategic business case

Facilities and hospitality staffing supports organisations that need service continuity across changing occupancy, workload, operating hours or events. The mandate is built from the task, location, service standard, supervision and demand pattern rather than a generic headcount. Temporary cover, recurring call-offs and a managed assignment can be scoped separately so the client understands how capacity is accepted, released and charged.

Scope of coverage

Role coverage can include facilities support, cleaning and housekeeping coordination, front-of-house or guest-service support, food-service assistance and operational supervision where the permitted activity and worker competence support the assignment. The schedule identifies duties, language and presentation requirements that are genuinely job-related, shift coverage, rest, equipment, uniforms or PPE, food-handling or professional requirements and client-site access. Regulated or specialist work needs its own confirmed permissions.

Sourcing and vetting methodology

Sourcing uses relevant talent pools, approved referrals and licensed partners where required, followed by structured interviews and task-specific assessment. A practical exercise can test safe equipment handling, service interactions, attention to hygiene, following instructions and escalation judgement. Candidate availability and acceptance of the actual hours and work conditions are reconfirmed. Screening records material limitations so the client can make an informed decision before assigning a person to a guest-facing or safety-sensitive task.

Regulatory and employment controls

The employer, beneficiary, permit route and contract must match the assignment. The release checklist verifies lawful work authorisation, applicable insurance, induction and any role-specific certificate rather than assuming a uniform or site pass is sufficient. Daily instructions stay within the approved role and lawful working arrangements. Client supervisors do not make unauthorised salary deductions, retain documents or change employment terms; concerns are referred through the employer process.

Deployment and service levels

Local deployment can use the 3–5-working-day planning target when suitable, eligible personnel and site readiness are confirmed. Repeat call-offs specify minimum information, notice, coverage hours, cancellation and escalation. A start date is accepted only after the competence, authorisation and site conditions have been reviewed. The account continuity plan defines how absence, access failure, changed occupancy or additional shifts are prioritised and how a lawful substitute is approved.

Post-placement account governance

The KAM coordinates the client service supervisor, roster, time approval and employee-support owner. Reviews cover attendance, task acceptance, conduct or performance concerns, overtime, welfare matters, incident trends and any required replacement. The client and employer distinguish a service-quality concern from an employment disciplinary decision and preserve a fair investigation. Rate, duration, shift or location changes require written approval and an updated roster, while assignment closure confirms final time, access, assets and employee obligations.

Six-stage deployment methodology

A release path from sourcing to site induction.

This pathway governs a worker deployment. For a permanent appointment, the client becomes the employer and owns its contract, work-authorisation and onboarding steps; the recruitment handover records the relevant joining dependencies.

  1. 01

    Sourcing

Approve the role mix, outcomes, compensation, source channels and candidate communication before outreach.

  2. 02

    Technical testing & assessment

Use job-relevant trade tests, work samples, technical scenarios or approved psychometric tools with a predefined scoring rubric.

  3. 03

    Compliance pre-screening

Check identity, qualifications, eligibility, professional permission, assignment acceptance and a viable employment route.

  4. 04

    Contract formalisation

Reconcile the offer, bilingual MoHRE documentation where required, approved terms and the legal employing arrangement.

  5. 05

    Medical & biometrics

Complete the applicable medical, Emirates ID, insurance and authority dependencies; record status and exceptions at person level.

  6. 06

    Site induction & release

Confirm safety training, work instructions, PPE, access, supervisor and included support arrangements before deployment.

Standard planning targets — adopted and measured through the service schedule
Service measurePlanning target / provisionClock, dependencies and control
Local mobilisation3–5 working days for a confirmed, ready local cohort.Starts from a complete approved brief and available eligible workers; permits/transfers, assessment, insurance and client access must be complete.
Overseas mobilisation18–25 working days as the cohort planning window.Source-country authorisation, documentation, medical, entry/work route, biometrics, insurance and travel affect the baseline. Authority processing is tracked separately.
Replacement provision90-day replacement review window where included in the signed placement or assignment terms.Specify the start event, qualifying trigger, notification, exclusions, equivalent replacement and agreed remedy. Worker entitlements and lawful due process remain protected.
Emergency reliefPriority triage and a feasible relief roster agreed for the account.Define coverage, response hours, competence and permit/site readiness. A relief pool is reserved only when actual availability is confirmed.
Routine account queryAcknowledge within 1 working day.Incomplete inputs are identified with an owner and required action; safety, wage and immigration risks escalate immediately.
Payroll & service reviewMonthly reconciliation and account review.Report population, period, exceptions, root cause, corrective owner and closure evidence; undisputed wages remain payable by the applicable deadline.

These are service-design targets and contractual provisions, not a historical performance record. The signed schedule fixes the agreed calendar, operating hours, dependencies, client inputs, measurement method and remedy. A timeline never authorises work before the legal and site-readiness gates are satisfied.
