Commercial decision framework
Choose the employment model and allocate responsibilities.
The comparison below explains the difference between an agency-employed managed service, direct hiring and an introduction-only recruitment engagement. Actual permissions, service scope, funding, site duties and remedies are established in the agreement. The purpose is to make the decision explicit, rather than assume every outsourcing product transfers the same responsibilities.
Scope · responsibility · decision| Control area | Tawreed managed model | Direct hiring by the client | Recruitment-only agency |
|---|---|---|---|
| Legal employer & liability | The authorised employing entity performs agreed employer administration; client site, safety and other applicable duties remain allocated. | The client employs, administers and carries the applicable employer obligations. | The agency introduces candidates; the client becomes employer. Terms vary by provider. |
| WPS & wage risk | A controlled payroll calendar, funded payment process and reconciliation are included where contracted. | The client funds, approves, pays and reconciles its own covered workforce. | Normally outside an introduction-only scope unless separately contracted. |
| Permits & quota | Review the authorised agency or employer route and establishment capacity before the assignment. | Client establishment capacity and immigration/work-permit processes apply. | Candidate sourcing does not itself provide sponsorship or permit entitlement. |
| Mobilisation speed | Plan by readiness and approved release gates, with local and overseas dependencies visible. | Internal hiring, onboarding and permit resources govern the schedule. | Shortlist and joining depend on the agreed recruitment scope; no universal speed ranking is assumed. |
| Account & site governance | Agree a KAM, escalation routes, reporting cadence and site coordination according to assignment risk. | Client management and HR govern the full lifecycle. | Post-placement support and replacement remedies depend on the recruitment contract. |
Service levels & continuity
Commit to a defined measure and a feasible release.
| Service measure | Planning target / provision | Clock, dependencies and control |
|---|---|---|
| Local mobilisation | 3–5 working days for a confirmed, ready local cohort. | Starts from a complete approved brief and available eligible workers; permits/transfers, assessment, insurance and client access must be complete. |
| Overseas mobilisation | 18–25 working days as the cohort planning window. | Source-country authorisation, documentation, medical, entry/work route, biometrics, insurance and travel affect the baseline. Authority processing is tracked separately. |
| Replacement provision | 90-day replacement review window where included in the signed placement or assignment terms. | Specify the start event, qualifying trigger, notification, exclusions, equivalent replacement and agreed remedy. Worker entitlements and lawful due process remain protected. |
| Emergency relief | Priority triage and a feasible relief roster agreed for the account. | Define coverage, response hours, competence and permit/site readiness. A relief pool is reserved only when actual availability is confirmed. |
| Routine account query | Acknowledge within 1 working day. | Incomplete inputs are identified with an owner and required action; safety, wage and immigration risks escalate immediately. |
| Payroll & service review | Monthly reconciliation and account review. | Report population, period, exceptions, root cause, corrective owner and closure evidence; undisputed wages remain payable by the applicable deadline. |
These are service-design targets and contractual provisions, not a historical performance record. The signed schedule fixes the agreed calendar, operating hours, dependencies, client inputs, measurement method and remedy. A timeline never authorises work before the legal and site-readiness gates are satisfied.
Client and employer interfaces
Document who supplies, decides, pays and approves.
| Decision or input | Client / business owner | Employing or payroll service owner |
|---|---|---|
| Role, assignment & supervision | Approves lawful role scope, worksite, daily directions and authorised hours. | Checks the assignment against the employment and permit arrangement; escalates inconsistent instructions. |
| Time & variable pay | Approves accurate time, overtime and authorised changes by cut-off. | Validates completeness, calculates approved items and flags unsupported instructions. |
| Employee data & bank change | Supports timely factual updates through an authorised channel. | Applies identity checks and independent verification; limits access to necessary fields. |
| Funding & payment | Meets the contracted pre-funding or payment obligation. | The legal employer meets worker wage duties and controls submission/reconciliation; commercial recovery is separate. |
| Separation & records | Requests change with business reason and required notice; returns site information. | Authorises employment action, calculates applicable entitlements and completes lawful cancellation and records handling. |
