Techno-functional delivery

Start with the HR decision and its operating evidence.

Strategic business case

HR technology creates value when the operating policy, process ownership and control design are clear before configuration. Our techno-functional consultation connects organisation needs with the data, workflow, rules and interfaces required to operate them. The business case can address fragmented employee records, inconsistent approval, manual payroll inputs, weak reporting, growth or replacement of an existing HRMS/ERP environment.

Scope of coverage

The scope includes HR operating consultation, process and policy mapping, functional requirements, HRMS selection or implementation, HRMS development and extensions, ERP integration, migration, user acceptance, change management and post-launch stabilisation. The final scope depends on the selected platform, licences, supported interfaces and authorised delivery resources. No vendor partnership or platform-specific accreditation is assumed from a general service description.

Sourcing and vetting methodology

Discovery brings HR, payroll, finance, IT, information security and business approvers into a documented requirements process. Workshops map the current and future workflows; sample transactions test business rules and exceptions. The team profiles employee, organisation, time, leave, pay and benefit data, identifies ownership and quality gaps, and builds a prioritised backlog with acceptance criteria. Where specialised platform development is needed, the delivery role and demonstrated competence are established in the project plan.

Regulatory and employment controls

The design maps employment and pay rules to the applicable employer and jurisdiction. Federal labour requirements, WPS interfaces, pension and insurance dependencies, retention and UAE personal-data requirements are translated into controlled functional rules, not assumed to be satisfied by a software brand. Security roles, segregation of duties, audit records, transfers and sensitive-data access are designed alongside the workflow. Legal interpretations and payroll rules require the client’s authorised approval.

Deployment and service levels

The project schedule uses discovery, design, configuration/development, migration and integration testing, user acceptance, cutover and stabilisation milestones. Each milestone has deliverables, dependencies, acceptance evidence and a decision owner. Go-live depends on reconciled data, tested critical payroll scenarios, approved permissions, trained users and a documented rollback or contingency decision. No zero-downtime migration, fixed implementation duration or automatic savings is promised.

Post-placement account governance

Governance connects an executive sponsor, HR process owners, payroll and finance controls, a technical lead, data owners and a change lead. The issue and decision registers track scope, defect severity, risk and acceptance. After launch, service ownership, incident routing, support levels, release management and stabilisation exit criteria are explicit. Adoption measures and operational accuracy are reviewed together so technical completion does not conceal a process or user-readiness failure.

HRMS development & transformation

Workstreams with explicit outputs and acceptance.

Policy, structure and process consultation

Review organisation structures, position and grade data, employee lifecycle ownership, approval authority, policy application and payroll interfaces. Current-state maps identify duplicated work, undocumented exceptions, manual reconciliations and decisions with no accountable owner. The future process defines who initiates, verifies, approves, records and monitors each transaction.

Outputs can include process maps, a responsibility matrix, policy-to-system rules, role catalogues, service requests and reporting definitions. The client approves the operating model before configuration begins. A policy ambiguity is resolved by the authorised HR or legal owner rather than buried in a software setting.

Configure the platform and govern extensions

Translate signed-off requirements into modules, workflows, employee and organisation structures, validation rules, reports and permissions. HRMS development may involve approved extensions, self-service journeys, specialised forms or interfaces where standard configuration does not meet the need. The design records platform limits, upgrade impact, support ownership and any third-party component.

Build outputs are versioned and linked to requirements and test cases. Configuration and custom code are reviewed in a controlled environment, with separation from production data and access. The delivery plan identifies vendor-specific expertise, licence entitlement, release dependencies and what the client must approve; a general consultancy scope does not imply certification for every software platform.

Reconcile the records and the interfaces

Profile source data, define mappings and transformation rules, identify duplicates and missing fields, and obtain owner approval of corrections. Trial migrations reconcile employee counts, historical balances, pay items and other critical totals with exception reports. The cutover plan distinguishes records to migrate, archive or exclude under the agreed retention and legal requirements.

Interfaces may connect HRMS to ERP finance, time and attendance, identity, payroll banking or WPS agents and benefits providers. Each interface defines source-of-truth ownership, authorised data, validation, frequency, error handling and reconciliation. Biometric and medical data need a proportionate privacy and security design. API access and licences are confirmed before integration dates are committed.

Prove the business transaction before release

User acceptance tests cover normal transactions and material exceptions: joiners, leavers, transfers, leave, overtime, salary changes, authorised deductions, insurance status and payroll or benefit calculations. Critical scenarios link the approved rule to the expected result and actual evidence. Defects are prioritised with an owner and retest outcome; a signed form without execution evidence is insufficient.

Payroll parallel runs and migration reconciliations use approved periods and control totals. Go/no-go criteria cover data, critical defects, permissions, integrations, funding interfaces, operational readiness and support. Cutover, rollback or contingency steps have decision authority and communications. Production release occurs only after the client accepts the residual risk and necessary controls.

Prepare people to operate the new process

The change workstream maps affected roles, stakeholders, transaction volumes and likely barriers. Communication explains the reason for change, the new responsibilities, timing and support. Role-based learning uses real tasks, practice environments, quick guides and key-user support rather than a single general demonstration.

Readiness reviews test whether managers can approve correctly, employees can complete the relevant requests and administrators can resolve exceptions. Post-launch feedback, help volumes, task completion, data quality and process adherence inform stabilisation. HRMS change management includes controlled system and policy changes after go-live, with impact assessment, testing, approval and clear user communication.

Project control and implementation

A gated route from discovery to adoption.

  1. 01

    Discover and approve

Agree the business case, current-state evidence, platform scope, workstreams, data responsibilities and measurable outcomes.

  2. 02

    Design and deliver

Approve future processes and functional rules, then configure or develop with version control and reviewed integrations.

  3. 03

    Test and prepare

Reconcile migration, complete UAT and critical payroll scenarios, train users and satisfy the release criteria.

  4. 04

    Launch and stabilise

Execute authorised cutover, monitor operations and adoption, close priority issues and hand over the support model.

Post-launch account governance

Operate, review and change the system deliberately.

The support model identifies first-line HR service ownership, payroll and finance review, technical incident routing, vendor escalation, authorised administrators and the change approver. Ticket priorities distinguish payroll-critical, security, access and routine functional issues. Resolution evidence includes the affected transaction, business impact, workaround, configuration or code change, test and approval.

Service reviews examine recurring incidents, manual workarounds, interface rejects, data-quality exceptions and adoption barriers. New requirements enter a controlled backlog with effort, risk and release impact, rather than being applied directly to a live payroll cycle. Stabilisation closes only when the agreed operating measures, knowledge transfer and support acceptance are satisfied.

HR systems questions

Clarify the process and integration boundary.

Can the project begin before a software vendor is chosen?

Yes. Discovery can establish HR and payroll requirements, process ownership, data quality, selection criteria and an implementation scope. Platform selection and vendor-specific delivery responsibilities are then agreed against the evidence.

Can HRMS development and ERP integration be scoped separately?

Yes. Define the functional outputs, interface contract, data ownership, licences, environments, dependencies and acceptance tests. Separate workstreams still need a coordinated end-to-end transaction and cutover plan.

Will the new system automatically make payroll compliant?

No software label establishes compliance. Approved legal rules, accurate data, permissions, tested calculations, timely funding and operational reconciliation remain necessary. The project must verify the configured process against the actual employer and jurisdiction.
