Governance & worker welfare

Continuity starts
with responsible employment.

Translate workforce commitments into approval gates, documented checks, employee access to support and a clear path for resolving exceptions.

Welfare operating framework

A worker’s experience is part of service quality.

Worker welfare is a delivery control, not an optional amenity list. The assignment design identifies the legal employer, worksite, accommodation provider where relevant, transport operator, insurer, welfare contact and incident escalation route. Responsibilities are recorded in the statement of work, and material gaps must be resolved before a worker is released into an unsafe or unauthorised arrangement.

The operating approach follows the supplied policy’s principles: recruitment fees are not passed to workers, original documents are not retained as general security, undisputed wages remain payable despite client invoice disputes, and employees can raise concerns privately. Inspection and case records should show the issue, immediate protection, accountable owner, corrective action and closure evidence. A commercial service credit does not replace remediation of a worker’s actual concern.

Accommodation standards

Inspect the actual facility and agreed provisions.

Verify approval, occupancy and sleeping arrangements

Where accommodation is included, due diligence checks the relevant authority permissions, registered facility details where required, approved layout, lawful capacity and actual occupants. The review uses the applicable federal and local standards rather than a universal room-density statement. Dubai’s Administrative Resolution No. 110 of 2020 refers to a minimum approved room area of 3.7 square metres per worker in its context; the governing site requirements and any stricter current local conditions must be verified.

The inspection verifies a dedicated sleeping space for each resident, safe bed spacing, storage, lighting, clean sanitary facilities, accessible water and clear fire exits. Shift workers must not be assigned the same bed on a rotating basis. Occupancy changes and defects are recorded and reviewed before additional workers are allocated. A “MoHRE-approved camp” label is used only when the actual evidence supports that specific facility.

Assess climate control, sanitation and maintenance

The accommodation review checks effective ventilation and suitable air-conditioning, safe electrical installations, drinking water, drainage, cleaning arrangements, pest control and waste handling. A central HVAC system is one possible design, not a claim about a Tawreed property. Maintenance requests need a logged priority, responsible provider, interim protection and confirmation that the defect was repaired.

Bathrooms, wash facilities and laundry are checked against occupancy and the applicable local requirements. Housekeeping, water-system and life-safety records are requested where relevant. A serious failure, overcrowding or unsafe condition triggers escalation and a decision on alternative accommodation before the assignment is allowed to continue under the same arrangements.

Review dining, nutrition and resident amenities

Where meals or catering are included, the plan identifies the authorised provider, food-hygiene controls, safe storage, potable water, meal service and arrangements compatible with shifts. Dietary and medical needs are addressed through an appropriate confidential process. A dining hall should be assessed for safe capacity, cleanliness, handwashing and access; photographs cannot establish those controls.

The amenities review also considers recreation or rest areas, appropriate prayer facilities, laundry access and communication of resident rules. Multi-faith needs are assessed with the provider and applicable requirements rather than assumed from a generic label. Sports, leisure or enhanced catering benefits are included only when the agreed facility and contract substantiate them.

Make safety and grievance access usable

The residence plan checks controlled access, emergency contacts, evacuation information, security coverage appropriate to the facility and the route to urgent medical help. If continuous security or a 24/7 resident service is proposed, the supplier staffing and escalation evidence must support it. Residents retain access to their personal documents and a private channel for concerns.

Routine inspections and resident feedback review cleanliness, food, repairs, privacy and treatment. Findings are ranked by risk and assigned for action; an issue is closed only when evidence confirms the remedy. The service record identifies whether support is provided by Tawreed, the accommodation operator or another contracted party, with an out-of-hours route defined for genuine emergencies.

Shift transport coordination

Make the route as controlled as the roster.

Where transport is included, the account plan identifies the actual operator, vehicles, route, driver, dispatch contact and continuity process. The operating objective is safe, suitable movement between agreed locations and shifts. Changes in headcount or work hours require a capacity and safety review rather than an informal addition to the same vehicle.

Health, safety & worker voice

The applicable health-insurance framework

Employee enrolment is planned against the actual employing and residence arrangement. Dubai DHA requirements, Abu Dhabi DoH requirements and the mandatory scheme applicable to the Northern Emirates are distinct frameworks. The benefits owner verifies policy validity, network, exclusions, co-payments, effective date, required dependants and any contractually enhanced cover.

A site access card or an appointment booking is not evidence of active health insurance. The employee receives the appropriate policy information and claim or medical-access route; renewal and cancellation dates are monitored. Medical information is restricted to authorised benefits or clinical personnel and is not circulated as a general client-management report.

Prevent exposure and prepare the response

A physical or field assignment requires a role and site risk assessment, with a pre-deployment review for high-risk environments. Induction covers hazards, safe systems of work, protective equipment, heat exposure where relevant, emergency response, injury reporting and the right escalation route. The client controls its workplace hazards and directions while the employer retains the duties applicable to it.

Incidents trigger immediate protective action, medical assistance, preservation of evidence and notification to the responsible employer, client and authorities where required. Investigation establishes the causes and corrective actions, not merely individual blame. A reassignment or resumed activity requires confirmation that the relevant controls are effective.

Support dignity, access and early intervention

Worker contact should make it possible to raise concerns about treatment, pay, fatigue, accommodation or personal wellbeing without retaliation. The assignment identifies the welfare owner, languages available, routine contact arrangements and emergency escalation. Bilingual or continuous helpline coverage is stated only when the contracted staffing and actual availability support it.

Wellbeing screening, annual health checks, counselling and enhanced assistance can be assessed as funded service options; they are not universal benefits established by a general website statement. Participation and clinical confidentiality require appropriate safeguards. Case trends may inform service improvement while identifiable health details remain restricted.

Receive, protect, investigate and close

The worker can bypass a manager involved in a concern and use the assigned HR or welfare route. The intake record captures the issue, immediate safety or wage risk, confidentiality needs and an independent owner. Investigation should be fair, documented and protected from retaliation, with employment measures handled through authorised due process.

The manual sets proposed triage targets: critical cases acknowledged immediately and no later than thirty minutes with executive and legal escalation within one hour; high-priority cases within four working hours; routine requests within one working day. These policy targets require staffed channels and adoption in the live service. They do not establish a currently operating 24/7 public helpline.

Inspection and assurance cycle

Verify readiness, then follow the conditions in service.

  1. 01

    Assess before deployment

Verify the site, included accommodation or transport, insurance and emergency interfaces; record gaps and required corrective action.

  2. 02

    Induct and release

Complete the legal and site readiness gates, confirm PPE and reporting channels, and explain actual pay, benefits and worker support.

  3. 03

    Inspect and listen

Use risk-based inspections, worker check-ins and issue registers to identify unsafe conditions, service failures and treatment concerns.

  4. 04

    Remediate and verify

Protect affected people, assign accountable actions, confirm the remedy and escalate repeated or serious failures to account leadership.

Welfare questions

Evidence the service that will actually be delivered.

Does Tawreed own the accommodation or fleet shown?

No ownership is claimed. Photographs are illustrative and the live assignment identifies the actual provider, facility, vehicle and supporting approvals. Due diligence and the agreed SOW determine the supplied arrangements.

Can a worker keep their passport?

Workers should retain their own official documents. If an original is temporarily required for an authorised transaction, the process records its purpose, receipt and prompt return. General passport safekeeping cannot be imposed as a condition of employment.

What if a client asks to remove a worker immediately?

The account team assesses immediate safety and site access while the employer handles any investigation, alternative assignment or employment decision through the lawful process. A client request alone is not proof of misconduct or permission to withhold pay.
