Strategic national-talent service

Build the appointment around genuine contribution.

Strategic business case

An effective Emiratisation programme connects a real workforce requirement to a genuine appointment and a sustainable career. The business case includes capability, succession, institutional knowledge and compliance with the rules applicable to the employing establishment. An initial assessment identifies the MoHRE establishment, workforce size, skilled-role population, activity classification, current target and existing national employees who meet the qualifying criteria.

Scope of coverage

The service can cover workforce planning, role design, UAE National recruitment, executive search, graduate and specialist assessment, onboarding coordination, manager preparation and retention reviews. Nafis is a national talent and support platform; eligibility for a particular support mechanism and the employer’s statutory target are assessed separately. Any proposed placement must have a substantive job, authorised employment route, appropriate pay, manager and evidence of actual work.

Sourcing and vetting methodology

Sourcing combines relevant Nafis channels, professional networks, universities, referrals and permitted candidate pools. Graduate assessment examines learning ability, communication and job-relevant problem solving; experienced specialists demonstrate functional capability; executives are evaluated against the leadership mandate. Interview panels use an agreed scorecard and document the selection rationale. Candidate preferences, accessibility and career direction are considered alongside essential job criteria.

Regulatory and employment controls

The engagement verifies the employment contract, national work permit, payroll and applicable pension or social-security registration. Current Emiratisation rules and official establishment records determine how the appointment is counted. Fake employment, salary cashback, benefit-offset wage reductions and invented attendance are incompatible with the service. An outsourced national is not automatically counted against the client establishment’s requirement; the actual employer and Ministry treatment must be confirmed.

Deployment and service levels

The recruitment plan agrees intake, market mapping, shortlist review, interviews, offer and joining checkpoints. The policy-derived standard-role shortlist target is seven working days after complete intake, subject to the actual role and market. Regulatory deadlines are tracked separately from sourcing targets; the team escalates an unfillable role or delayed decision with a revised action plan. No guarantee of quota fulfilment or elimination of financial contributions is made before the facts and feasible plan are established.

Post-placement account governance

The account review follows real role fulfilment, attendance, payroll, pension administration, manager contact, development actions and retention risks. Employee check-ins and manager conversations identify gaps in role clarity, workload, inclusion and progression. A leaver triggers an assessment of notice, replacement need and establishment exposure, with lawful exit administration. The objective is sustained contribution and transparent reporting rather than a paper appointment at a measurement date.

Regulatory planning

Use current rules and the establishment’s actual target.

Emiratisation is not a single quota that applies identically to every company. Size, activity, skilled-role composition, qualifying employment and the applicable programme affect the assessment. The regulatory review records the source, effective date, employer establishment and decision owner, then checks changes before a recruitment or contract commitment.

Covered establishments with 50+ workersMoHRE’s 22 June 2026 statement confirms a 2-percentage-point annual increase in Emiratis in skilled jobs, split 1 point in each half-year.Review the applicable skilled-role base, current Ministry target, actual qualifying count and remaining gap; avoid a universal headcount formula.
Financial contributions in 2026The same statement specifies AED 10,000 monthly for each unfilled Emirati position from 1 July 2026 (AED 120,000 annual equivalent).Treat this as dated contribution exposure under the applicable programme, not a universal one-off fine or an amount that applies to every employer.
Selected 20–49-worker establishmentsMinisterial Resolution No. 455 of 2023 established activity-specific appointments for 2024 and 2025, with dated contribution and replacement provisions.Check selection status and the Ministry record; do not apply the 50+ skilled-job model or invent a new blanket small-employer target.
Qualifying UAE National employmentCurrent official guidance specifies an AED 6,000 monthly Emirati minimum from 1 January 2026, alongside lawful employment and registration requirements.Validate current pay and qualifying status with MoHRE; maintain real duties, WPS evidence and pension/social-security records.
Rule referencesUse Ministerial Resolution No. 279 of 2022 as amended, including No. 662 of 2022, the relevant 20–49 resolution and current MoHRE notices.Avoid an ambiguous standalone “Cabinet Resolution 19 of 2022” citation; the legal register retains the actual instrument and amendment trail.

Candidate pipelines

Different career stages require different assessment.

An entry role with a visible learning path

Graduate recruitment starts with a productive entry role, a manager who can coach and an achievable learning plan. Assessment uses work-relevant exercises and structured questions that test potential without requiring experience the role does not need. Education and any required professional credentials are verified through the agreed process.

The onboarding plan identifies first-month responsibilities, supervised practice, system access and a named mentor. Progress reviews evaluate learning and actual work outputs, with corrective support where expectations were unclear. A training label alone does not establish genuine employment or quota eligibility.

Match functional competence and career direction

Experienced appointments require a clear view of responsibilities, decision authority, team interfaces and progression. Candidate assessment looks for evidence of functional capability, stakeholder judgement and the ability to deliver the actual role. Pay and benefits are agreed transparently, with Nafis-related support treated separately from the employer’s contractual obligations.

Offer coordination addresses notice, work location, manager expectations and any professional approval. The account team follows joining and integration, while the employer maintains accurate payroll, employment and qualifying records. Development conversations link retention to role substance and manager support.

A national search with a calibrated mandate

Leadership and scarce-specialist searches use confidential market mapping, targeted outreach and an assessment design suited to the mandate. STEM, finance and operations requirements are examples of roles that may call for differentiated technical evaluation; the service remains led by the position and evidence of competence.

The client calibrates the longlist, participates in assessment and approves the appointment. The search lead coordinates references with permission, offer negotiation and stakeholder handover. Post-appointment reviews examine mandate clarity, decision rights and integration without disclosing confidential personal information to unnecessary parties.

Integration & retention

Treat the first ninety days as an operating plan.

  1. 01

    Prepare the role

Approve real work outcomes, the manager, salary, location, permit route, payroll and applicable pension responsibilities before the appointment.

  2. 02

    Induct and integrate

Explain the role, systems, conduct, leave, pay and escalation channels; introduce a mentor and confirm the first-week objectives.

  3. 03

    Review early progress

Use 30-, 60- and 90-day review checkpoints as an agreed development schedule, checking role clarity, learning, manager support and emerging retention risks.

  4. 04

    Develop and sustain

Maintain career conversations, targeted learning and performance evidence; review retention, progression and any replacement dependency with the employer.

Retention work combines the employee’s experience with the manager’s ability to provide substantive work and practical feedback. A review records agreed actions, responsible owners and a follow-up date; it does not turn a personal concern into a compliance statistic. If the role changes, the employer confirms contractual and Ministry implications before relying on continued target recognition.

Emiratisation questions

Clarify eligibility, counting and accountability.

Does using Nafis make Tawreed a Nafis strategic partner?

No partnership or endorsement is claimed. Nafis is an official platform and support programme. Candidate access, employer obligations, support eligibility and any formal partnership status are separate matters.

Can outsourced UAE Nationals satisfy our company’s target?

Do not assume they do. Count treatment depends on the actual employing establishment and the applicable Ministry rules. Confirm the proposed structure and the official target record before relying on it.

What creates a sustainable placement?

A real role, appropriate pay, a prepared manager, work and learning objectives, access to systems, accurate employment records and periodic career reviews. The sourcing process is one part of that operating plan.

Will the service remove all penalty exposure?

A sourcing or advisory engagement does not guarantee fulfilment or cancel contributions. The team can document the gap, hiring plan, decision deadlines and retention risks, while the employer and competent authority determine the actual compliance position.
