Operational & technical manpower

Mobilise teams with a controlled release.

Strategic business case

Managed manpower outsourcing is suitable when delivery requires coordinated teams, multiple locations, staggered starts or recurring administration beyond individual recruitment. The commercial brief converts workload into an approved role mix, headcount curve, shift pattern and supervision model. The service may support warehousing, facilities management, construction or EPC work, retail operations and aviation services, but it is designed around task competence and operating conditions rather than a fixed industry boundary.

Scope of coverage

The statement of work defines sourcing, trade or task testing, lawful quota and permit checks, bilingual employment documentation where required, medical fitness, Emirates ID dependencies, insurance and client access. Accommodation, meals, daily transport, uniforms, PPE or on-site coordination are included only where specified and evidenced. The mobilisation tracker identifies who provides each item and the acceptance test before the person joins the roster.

Sourcing and vetting methodology

Approved channel selection is followed by identity checks, trade testing or work samples, structured interviews and any essential licence verification. Recruitment partners are reviewed for authorisation, worker-fee practices, communication accuracy and handling of original documents. The deployment list records assessment outcomes, accepted assignment terms and candidate availability. Client-requested substitutes go through equivalent checks; unsuitable or unauthorised work cannot be solved by simply adding a name to a roster.

Regulatory and employment controls

The arrangement must comply with the applicable agency licence, Federal Decree-Law No. 33 of 2021 and executive regulations, work authorisation and site-specific legal requirements. Employment, immigration, health insurance and workplace safety controls are not interchangeable. The client is responsible for lawful daily directions and the site controls allocated to it, while the supplying employer retains its employer duties. No contract can turn an incomplete permit into lawful readiness.

Deployment and service levels

The deployment plan separates local transfers, already-ready local availability and overseas recruitment cohorts. Four release gates cover scope, selection, regulatory readiness and site acceptance. Capacity is committed by cohort only when dependencies are confirmed; approval delays and changed requirements are logged with their effect on the baseline. Emergency substitution uses an approved escalation and competence review, never an undocumented bypass.

Post-placement account governance

A KAM coordinates the consolidated account, with on-site operations coordination sized to the assignment and risk. Reviews cover attendance, payroll exceptions, permit and insurance expiry, incident reports, accommodation or transport issues, replacement actions and planned ramp-down. The client receives the agreed roster, service dashboard, reconciliation inputs and action log. Material volume, schedule or location changes require written commercial and operational approval.

Complex deployment controls

Coordinate changing roles, locations and demand.

A complex deployment can combine different role groups, several sites, round-the-clock rosters and milestones that change as a programme progresses. The baseline identifies headcount by cohort, critical skills, notice requirements, site capacity, supervision, permit dependencies, payroll ownership and cost assumptions. The plan separates a forecast request from an accepted call-off and a confirmed release.

At each change, the account lead reviews capacity, worker consent where required, legal permissions, safety exposure, transport and accommodation if applicable, rate impacts and demobilisation obligations. A consolidated change register links the client request to the authorised decision and updated roster. The client and account team review open dependencies, exceptions and next-stage acceptance rather than treating the number of candidates sourced as the only measure of readiness.

Six-stage deployment methodology

A release path from sourcing to site induction.

This pathway governs a worker deployment. For a permanent appointment, the client becomes the employer and owns its contract, work-authorisation and onboarding steps; the recruitment handover records the relevant joining dependencies.

  1. 01

    Sourcing

Approve the role mix, outcomes, compensation, source channels and candidate communication before outreach.

  2. 02

    Technical testing & assessment

Use job-relevant trade tests, work samples, technical scenarios or approved psychometric tools with a predefined scoring rubric.

  3. 03

    Compliance pre-screening

Check identity, qualifications, eligibility, professional permission, assignment acceptance and a viable employment route.

  4. 04

    Contract formalisation

Reconcile the offer, bilingual MoHRE documentation where required, approved terms and the legal employing arrangement.

  5. 05

    Medical & biometrics

Complete the applicable medical, Emirates ID, insurance and authority dependencies; record status and exceptions at person level.

  6. 06

    Site induction & release

Confirm safety training, work instructions, PPE, access, supervisor and included support arrangements before deployment.

Service levels & continuity

Commit to a defined measure and a feasible release.

Standard planning targets — adopted and measured through the service schedule
Service measurePlanning target / provisionClock, dependencies and control
Local mobilisation3–5 working days for a confirmed, ready local cohort.Starts from a complete approved brief and available eligible workers; permits/transfers, assessment, insurance and client access must be complete.
Overseas mobilisation18–25 working days as the cohort planning window.Source-country authorisation, documentation, medical, entry/work route, biometrics, insurance and travel affect the baseline. Authority processing is tracked separately.
Replacement provision90-day replacement review window where included in the signed placement or assignment terms.Specify the start event, qualifying trigger, notification, exclusions, equivalent replacement and agreed remedy. Worker entitlements and lawful due process remain protected.
Emergency reliefPriority triage and a feasible relief roster agreed for the account.Define coverage, response hours, competence and permit/site readiness. A relief pool is reserved only when actual availability is confirmed.
Routine account queryAcknowledge within 1 working day.Incomplete inputs are identified with an owner and required action; safety, wage and immigration risks escalate immediately.
Payroll & service reviewMonthly reconciliation and account review.Report population, period, exceptions, root cause, corrective owner and closure evidence; undisputed wages remain payable by the applicable deadline.

These are service-design targets and contractual provisions, not a historical performance record. The signed schedule fixes the agreed calendar, operating hours, dependencies, client inputs, measurement method and remedy. A timeline never authorises work before the legal and site-readiness gates are satisfied.
