Direct recruitment & professional search

An appointment supported by evidence.

Strategic business case

Direct recruitment supports organisations that need to build internal capability through permanent appointments. The commercial case is stronger when the hiring brief describes business outcomes, competence, reporting relationships and an approved compensation range. The client remains employer and makes the final appointment; Tawreed supports the evidence and execution of the search rather than treating a CV submission as a completed service.

Scope of coverage

Coverage can extend from specialists and managers to corporate and technical appointments. Our direct recruitment approach incorporates technical and IT staffing expertise and a specialist talent database; role requirements may arise in IT, oil and gas, ports and maritime without defining the limits of the service. Candidate availability, credentials, notice periods and compensation are reconfirmed for the live mandate instead of being inferred from a historic database record.

Sourcing and vetting methodology

The search begins with a signed role scorecard and channel plan. Recruiters combine relevant talent-pool searches, professional networks, referrals and targeted market mapping, then record evidence against essential criteria. Structured behavioural interviews, work-sample or technical assessment, proportionate reference checks and candidate permission for client disclosure produce a comparative recommendation. Any unavailable evidence, credential limitation or joining dependency is visible in the shortlist rather than concealed behind a general fit statement.

Regulatory and employment controls

The client’s employment route, offer terms and any role-specific professional permission must be confirmed before joining. Federal Decree-Law No. 33 of 2021, its amendments and applicable jurisdictional rules inform the employment handover; DIFC and ADGM require separate assessment. Recruitment and employment charges that belong to the employer or agency must not be recovered from the candidate. Data use is purpose-limited, with access and verification proportionate to the role.

Deployment and service levels

The internal standard-role target is an intake within two working days of approval, sourcing launch within two working days after intake and a first qualified shortlist within seven working days. These are service targets drawn from the operating manual, subject to adoption in the engagement schedule. Scarce, regulated or executive appointments require a tailored plan; a market update at the shortlist checkpoint explains constraints and corrective sourcing actions. The clock starts on a complete approved brief.

Post-placement account governance

The account lead tracks interviews, feedback, offer approval, acceptance, joining and early role integration. The hiring manager supplies prompt, evidence-based decisions and owns workplace onboarding. Post-placement reviews record concerns and corrective actions; any replacement remedy depends on the signed fee terms, defined trigger, payment status and applicable period. No automatic refund, universal ninety-day guarantee or employee-right waiver is implied.

Confidential leadership appointments

Headhunting with a calibrated mandate.

Strategic business case

Headhunting is appropriate when the role is strategically important, market access is restricted or an open advertisement would create commercial or organisational risk. The mandate defines the leadership challenge, decision authority, succession context and measurable outcomes for the first year. A retained, exclusive or contingency structure is agreed on the merits of the search, including milestones, conflicts, off-limits restrictions and ownership of candidate introductions.

Scope of coverage

The work covers executive and senior functional appointments as well as scarce technical or commercial specialists. The brief tests organisational structure, reporting lines, mandate attractiveness, remuneration flexibility and non-negotiable credentials. A realistic search universe and client interview panel are approved before the market is approached; confidentiality controls apply to both the client information and the individual’s career intentions.

Sourcing and vetting methodology

Researchers map relevant organisations and adjacent talent markets, then make discreet, consent-based approaches. Longlist calibration precedes in-depth assessment so the client can correct the search direction early. Interviews examine leadership decisions, operating scale, stakeholder influence and evidence of results. Case discussions or technical evaluation are tailored to the position, while reference verification is scheduled with the candidate’s permission and without putting current employment at risk.

Regulatory and employment controls

A confidential search does not reduce lawful hiring, employment, privacy or non-discrimination requirements. Sensitive personal data is excluded unless necessary and lawfully handled. The client’s final offer, permitted work route, contractual restrictions and any regulated-function approval are reviewed before the start. Unsubstantiated background allegations or an automated score alone should not determine the appointment.

Deployment and service levels

The search schedule uses milestone reviews: approved mandate, mapped market, calibrated longlist, assessed shortlist, final diligence and accepted appointment. Dates are agreed against the size of the target universe and candidate availability; executive search is not placed under a generic volume-mobilisation promise. Each review includes response rates, market feedback, material constraints and the next research action.

Post-placement account governance

The KAM or search lead coordinates the decision panel, confidential communication, offer negotiation and joining transition. A documented closeout records the appointment, open onboarding matters and the applicable replacement or renewed-search terms. Early integration reviews focus on mandate clarity and stakeholder alignment while preserving the appointed executive’s privacy and the client’s employment responsibilities.

Professional & contingent capacity

Temporary staffing built around the assignment.

Strategic business case

Temporary and contract staffing supports planned peaks, employee absence, a defined project, an uncertain start-up period or repeat on-demand requirements. The objective is to align the capacity and employment arrangement with a finite operating need. The assignment brief identifies the duration, normal hours, shifts, location, supervisor, essential competencies, approved rate and the conditions for extension or early release.

Scope of coverage

Coverage can include professional, technical, administrative and operational positions in single-role or mixed-role teams. The client may request a full assignment team or specific individuals, subject to the lawful recruitment and employment route. A recurring call-off arrangement defines how demand is raised, when availability becomes confirmed, the minimum information needed and how accepted assignments are changed or cancelled.

Sourcing and vetting methodology

Selection prioritises demonstrated capability and current readiness, not merely a candidate’s proximity or an old availability flag. Screening checks assignment acceptance, eligibility, required qualifications and role suitability, followed by relevant technical or task assessment. A readiness record separates a screened candidate, an offered individual and a person legally authorised and prepared to start. Substitute personnel are assessed to the same essential standard.

Regulatory and employment controls

Where temporary employment and outsourcing apply, the licensed employing agency, beneficiary agreement, permit and worker contract must support the actual work. Client instructions must remain within the lawful assignment, approved hours and safety arrangements. Wage payment, valid insurance and employee rights cannot be made conditional on an undisputed client invoice. Material changes in worksite, duties or schedule go through the authorised employer process.

Deployment and service levels

Volume-recruitment policy targets an intake within one working day and a first qualified shortlist normally within three to five working days under an agreed mobilisation plan. These are selection targets, not guaranteed worker start dates. The release date depends on the permit route, worker notice, medical or insurance readiness and client access. Short-notice deployment is assessed only for already eligible, available and inducted personnel.

Post-placement account governance

The account owner reviews attendance, approved overtime, absence, pay queries, replacement requests and extension decisions. The client supervisor approves factual time records by the agreed cut-off; employment changes remain with the authorised employer. Assignment closeout covers final time, assets, access, permit or redeployment action, statutory entitlements and any worker concern. Repeat call-offs use the same controls rather than informal deployment by message.

Six-stage talent qualification

A consistent record of how the decision was made.

  1. 01

    Mandate profiling

Approve outcomes, role scorecard, essential competence, pay range, employment model, location, timetable and the decision panel.

  2. 02

    Market mapping

Choose lawful source channels, build the target universe, confirm candidate communication and document the market or availability assumptions.

  3. 03

    Behavioural assessment

Use comparable competency questions and evidence scoring; assess role-relevant judgement, communication and conduct.

  4. 04

    Technical vetting

Apply trade tests, work samples, platform scenarios or professional checks with a rubric fixed before assessment.

  5. 05

    Reference verification

Verify relevant identity, credentials and references with appropriate notice, authority and documented exceptions.

  6. 06

    Onboarding & induction

Reconcile the approved offer, contract, permit, insurance and employee record; complete the site and role handover before release.

Six-stage deployment methodology

A release path from sourcing to site induction.

This pathway governs a worker deployment. For a permanent appointment, the client becomes the employer and owns its contract, work-authorisation and onboarding steps; the recruitment handover records the relevant joining dependencies.

  1. 01

    Sourcing

Approve the role mix, outcomes, compensation, source channels and candidate communication before outreach.

  2. 02

    Technical testing & assessment

Use job-relevant trade tests, work samples, technical scenarios or approved psychometric tools with a predefined scoring rubric.

  3. 03

    Compliance pre-screening

Check identity, qualifications, eligibility, professional permission, assignment acceptance and a viable employment route.

  4. 04

    Contract formalisation

Reconcile the offer, bilingual MoHRE documentation where required, approved terms and the legal employing arrangement.

  5. 05

    Medical & biometrics

Complete the applicable medical, Emirates ID, insurance and authority dependencies; record status and exceptions at person level.

  6. 06

    Site induction & release

Confirm safety training, work instructions, PPE, access, supervisor and included support arrangements before deployment.

Service levels & continuity

Commit to a defined measure and a feasible release.

Standard planning targets — adopted and measured through the service schedule
Service measurePlanning target / provisionClock, dependencies and control
Local mobilisation3–5 working days for a confirmed, ready local cohort.Starts from a complete approved brief and available eligible workers; permits/transfers, assessment, insurance and client access must be complete.
Overseas mobilisation18–25 working days as the cohort planning window.Source-country authorisation, documentation, medical, entry/work route, biometrics, insurance and travel affect the baseline. Authority processing is tracked separately.
Replacement provision90-day replacement review window where included in the signed placement or assignment terms.Specify the start event, qualifying trigger, notification, exclusions, equivalent replacement and agreed remedy. Worker entitlements and lawful due process remain protected.
Emergency reliefPriority triage and a feasible relief roster agreed for the account.Define coverage, response hours, competence and permit/site readiness. A relief pool is reserved only when actual availability is confirmed.
Routine account queryAcknowledge within 1 working day.Incomplete inputs are identified with an owner and required action; safety, wage and immigration risks escalate immediately.
Payroll & service reviewMonthly reconciliation and account review.Report population, period, exceptions, root cause, corrective owner and closure evidence; undisputed wages remain payable by the applicable deadline.

These are service-design targets and contractual provisions, not a historical performance record. The signed schedule fixes the agreed calendar, operating hours, dependencies, client inputs, measurement method and remedy. A timeline never authorises work before the legal and site-readiness gates are satisfied.
